Three ways to get online in Baku
A Pakistani travelling to Azerbaijan has three ways to stay online, and all three work. The differences are convenience, time, and whether your Pakistani number keeps working.
| Airport SIM (Azercell, Bakcell, Nar) | Pakistani roaming | eSIM (like eJurs) | |
|---|---|---|---|
| Where from | Heydar Aliyev airport or a city shop | Your Pakistani SIM | Online, from Pakistan |
| Passport or registration | Yes | No | No |
| On a late-night arrival | Counter may be closed | Yes | Yes |
| Pakistani number | Often means removing your SIM | Keeps working | Keeps working — a second line |
| IMEI rule on long stays | Yes, after about 30 days | No | No |
| Cost known in advance | Yes | Only with a bundle | Yes |
Buying a SIM card at Baku airport — what to know
Heydar Aliyev International (GYD) has Azercell, Bakcell and Nar counters selling tourist packages. You show your passport and the SIM is registered in your name.
- Most flights from Pakistan land late at night, when not every counter is open.
- A local SIM means taking out your Pakistani SIM if the phone has one slot — and then bank OTPs and calls from home stop arriving.
- Azerbaijan has an IMEI rule: a foreign phone used with a local SIM for more than about 30 days must have its IMEI registered, or it is blocked for local SIMs. Short trips are unaffected, but remember it on a long stay.
The upside is a local number and ordinary calls. If you are staying in Azerbaijan for months, a local SIM with IMEI registration is the right route.
Pakistani roaming — when it works, when it is expensive
Jazz, Zong, Ufone and Telenor change their international roaming bundles by country and over time. If there is an Azerbaijan bundle, confirm the price and validity with your operator before activating it.
One rule for everyone: never leave mobile data on while roaming without a bundle. At per-MB rates, even one day of Bolt and Maps can cost a lot.
An eSIM — ready before you leave Pakistan
An eSIM installs at home and works the moment you land in Baku. It runs on both of Azerbaijan's big networks — Bakcell (up to 5G) and Azercell — and the phone picks whichever signal is stronger, which helps on mountain roads.
- Check that your phone supports eSIM (look for "Add eSIM" in settings).
- Buy the Azerbaijan eSIM — the QR arrives on WhatsApp and by email.
- Scan the QR and install it at home. Validity starts when it first connects to a network in Azerbaijan.
- Turn off data roaming on your Pakistani line so there is no roaming bill.
- When you land in Baku, switch mobile data to the Azerbaijan line and open Bolt.
Apps for Baku and the day trips
- Bolt — the common ride-hailing app in Baku; Uber is not the norm. The destination is set in the app, so language is no barrier.
- Google Maps — download Baku, Gabala, Guba and Shahdag for offline use. The signal drops in and out on mountain roads.
- Google Translate — the offline Azerbaijani and Russian packs. English thins out away from the tourist centre.
- WhatsApp — most drivers and guides work through it. Write your driver's number on paper too.
How much data for Azerbaijan — and what it costs
- 4 days, Baku city only: 1 GB will be tight — 3 GB (Rs. 3,090) is comfortable.
- 5 to 7 days, Baku plus day trips to Gabala, Guba or Gobustan: 3 GB — what most people choose.
- Lots of photos and daily video calls: 5 GB (Rs. 4,850).
- A hotspot shared with family: 10 GB (Rs. 8,800).
Hotel and cafe Wi-Fi in Azerbaijan is fine — back up photos there and save mobile data for Bolt and Maps, which are what you need in the mountains.
| Plan | Data | Validity | Price | Per GB |
|---|---|---|---|---|
| Mini | 1 GB | 7 days | Rs. 1,090 | Rs. 1,090 |
| Travel Pack | 3 GB | 30 days | Rs. 3,090 | Rs. 1,030 |
| Travel Plus | 5 GB | 30 days | Rs. 4,850 | Rs. 970 |
| Mega Pack | 10 GB | 30 days | Rs. 8,800 | Rs. 880 |
| Family Pack | 20 GB | 30 days | Rs. 16,190 | Rs. 810 |
Common questions
Can I buy a SIM card at Baku airport?
Yes. Heydar Aliyev airport has Azercell, Bakcell and Nar counters. You need your passport, and not every counter is open for late-night arrivals. An eSIM installs in Pakistan and works the moment you land.
Do I need to register my phone's IMEI in Azerbaijan?
Only if you use an Azerbaijani local SIM in a foreign phone for more than about 30 days. Short trips, eSIMs and roaming are not affected.
Does Uber work in Baku?
Baku uses Bolt. It is cheaper and easier than a street taxi because the destination is set in the app — which is why you want data the moment you land.
Will the internet work in Gabala and Shahdag?
The towns are covered, but the mountain roads drop in and out. Download the map area for offline use before you set out — that applies to every network.
Will my Pakistani number keep working?
With an eSIM or roaming, yes. The eSIM is a second line and your Pakistani SIM stays in the phone, so WhatsApp and bank OTPs keep coming to the same number.
