The 60-day clock is started by a local SIM

The sixty days you have read about is a local-SIM rule: put a Pakistani SIM in a non-PTA handset, the network sees the IMEI, and the registration window starts running. eJurs is not a local SIM — it is roaming data, on the same footing as a visitor's phone. That clock never starts.

It does not make your phone PTA-approved

And it is not a way around the tax. Registration governs local SIMs; eJurs delivers roaming data. If you want a Pakistani number with calls and SMS, the registration and the tax still apply — eJurs gives you internet and nothing else.
